TASK COMPLETION LEVELS OF COMMUNITY-BASED HEALTH WORKERS IN BINH DUONG: ANALYSIS OF 2022 DATA BASED ON NEW CRITERIA (CIRCULAR 27/2023/TT-BYT)

Abstract
Introduction: In 2023, the Ministry of Health of Vietnam promulgated Circular No. 27/2023/TT-BYT, replacing and updating previous regulations on the roles and responsibilities of village health workers. Evaluating the performance of community-based health workers (CBHWs) in Binh Duong under the new criteria of Circular 27/2023/TT-BYT is of significant theoretical and practical importance.Objectives: To assess the task completion levels of CBHWs in Binh Duong Province based on the updated criteria of Circular 27/2023/TT-BYT. Methods: A cross-sectional descriptive study was conducted among 587 CBHWs in Binh Duong Province. Results: Among 587 respondents, 67.0% completed their tasks well, 21.3% completed their tasks, and 11.7% did not complete their tasks. By specific domains, 66.3% fully completed health education and communication tasks; 76.1% met requirements in maternal and child health care and family planning; 49.7% fully performed first aid and common illness care; and 92.2% successfully completed reporting and record-keeping tasks. Conclusion: This study provides evidence on the current performance of CBHWs in the context of changing national health policy. The findings highlight the need for strengthened management, training, and support systems to improve the quality of community health services, in alignment with the national goal of universal health coverage in the new era.
