Abstract

Objective: To review Vietnamese policy documents relevant to the health of outdoor informal workers in the context of climate change.


Methods: A systematic review of documents identified through the National Database of Legal Documents was conducted. Evidence was synthesized by policy domain, and document relevance was reassessed during revision as direct, broader, or indirect.


Results: The initial corpus comprised 45 documents. None simultaneously addressed outdoor informal workers, climate-sensitive occupational hazards, and health-protection measures. Relevant provisions mainly concerned occupational safety and health, insurance and social protection, healthcare access, information and training, climate and environmental risks, and institutional responsibilities. Conclusion: Potential indirect applicability should not be treated as explicit policy coverage. The principal gap is the absence of integrated recognition of outdoor informal workers across occupational-health, social-protection, and climate-adaptation provisions.
