Abstract

Strengthening the management of hypertension and diabetes at commune health stations (CHS) is one of the critical strategies of the health sector to mitigate the burden of these two diseases. This article describes the change in service provision of management of hypertension and diabetes after an intervention study at CHSs in Soc Son district, Ha Noi, from 2017 to 2018. The health facility survey employing secondary data collection were conducted before and after the intervention. The results indicate a better availability of medications for hypertension and diabetes at CHSs, which contributed to improving service delivery for these two diseases at CHSs after the intervention. The number of insured patients with these conditions visiting at CHSs increased by 20% compared to before the intervention. While the average number of hypertensive patients receiving periodic treatment at CHSs increased from 163 in 2017 to 190 in 2018, the corresponding figure for diabetes decreased from 49 to 28. The study highlights a big gap between the number of patients receiving routine treatment at CHSs and the number of eligible patients on the list. Although CHSs still face challenges in policy mechanisms and lack of other necessary inputs, capacity building for health workers and ensuring the availability of medicines are among the most effective solutions to enhancing the management of hypertension and diabetes at CHSs
