BUDGET IMPACT ANALYSIS OF SCREENING FOR TYPE-2 DIABETES IN VIETNAM

Abstract
Objective: To assess the budget impact on Health Insurance Fund when coverage for type-2 diabetes (T2D) screening. Methods: A model-based budget impact analysis was performed. A hybrid model consisting of decision trees and a Markov model was constructed to simulate the T2D screening strategy in Vietnam. The time horizon of 10 years was applied and the payer’s perspective (HI fund) was employed. Results: compared to the current scenario (T2D screening was not reimbursed), the screening services correspond to 120-138 billion annually. However, the budget saved from treatment for T2D patients could be attained in the 4th year of implementation. The estimated total budget saved in 10 years was approximately 1,210 billion. Conclusion: Expanding the coverage of health insurance benefits for T2D screening are not increase the budget fund. Yet, it could save the budget for the future. The policymakers should consider including the T2D screening service in the reimbursement list of health insurance.
