Abstract

A survey of 201 households using a self-filled questionnaire was implemented in An Lac, C1, C2 and C3 apartment complexes in Cau Dien ward, Nam Tu Liem district, Hanoi city. Heads of households were asked about the needs and ability to pay for home health care services applying the Buurtzorg model with telemedicine connection to the higher-level healthcare system. The results show that only 7.5% of respondents disagree to participate in this model, 47.7% agree, and 44.8% only agree if the price is reasonable. Among the 10 services questioned, the proportion of unregistered households ranged from only 5% to - 16.9%, while those who applied and were willing to pay at a suggested price ranging from 41, 3% to 70.6%. The remaining rates are the numbers of people who are still undecided. Regarding the payment for telemedicine services, 69.2% - 74.1% agreed to pay the proposed rate, although those rates are 3-4 times higher than the voluntary rates at hospitals. The most interesting thing in this study is that although 98% of the respondents already have health insurance, the majority are still willing to participate and pay for these services that are not covered by health insurance. They are even willing to buy additional insurance for home health care and telemedicine (41.8% agree, 47.8% wonder), and up to 42.8% left their phone number to participate. Conclusion: The research has shown that the majority of people are willing to participate and to pay for home health services with telemedicine connection, even when they already have health insurance and the telemedicine price is quite high. This is a very important evidence for the project to implement the pilot intervention.
